Value of Herbarium Specimens

When the proposed Costa Rican ATBI was being costed out, the budget provided
$20 per specimen as the cost of a foreign expert's identification after
specimen preparation and registry in the herbarium.  Dr. Lammers' comments
on the cost of collecting are also quite relevant...especially for modern
collections accompanied by careful fieldnotes, photographs, etc.
