I by no means meant it as a joke.  I am all too aware of the extreme myopia
that afflicts many administrators, as well as a general lack of appreciation
for the value of herbaria.  When the powers-that-be behave so irrationally,
so contrary to accepted practice in the community, it's difficult NOT to
look for ulterior motives.
