I fully agree with the two-tier system.  We have tried to
establish some fees here at Univ. of Minn. at least for
identifications.  Non-herbarium people are expected to pay
$5 per identification unless we get the specimen (assuming
it is of museum quality and has all the necessary info).
However, because U of M is a land-grant institution, we do
not charge the general public, only other researchers,
businesses, etc.
With respect to remote access to our online database (MN
specimens), we started to charge a yearly "subscription"
because we have no other source of funding for system
maintenance aat this time.  Some people objected and I
told them they could come here to the collections.  But
my department head told me that NSF told him we couldn't
charge fees and expect to compete for NSF grant money.  Go
figure.
