Achnatherum capense (Nees) Nevski

I came across the name Achnatherum capense (Nees) Nevski in a paper by NN
Tsvelev on the evolution of Stipeae and would be grateful if someone would
let me (not the whole group - most are uninterested) know the publication
information.  If possible, I would like to know the name of the book or
article and the total number of pages as well as the page on which the
combination was made.  Incidentally, according to Chase and Niles,
Achnatherum capense (L.) Beauv., which is based on Milium capense, makes it
a later homonym - but I would still like to have the publication information.
