Yet another nomenclatural question

An author publishes

        _Genus species_ variety _luteum_ (original-author) publishing-author

without specific reference to the basionym

        _Genus luteum_ Original-author.

As I understand the code, had this been published before 1953, this would
be a simple comb.nov.  However, this was published in 1964.  My question
is, is this an Orthographic Variant, an Invalidly Published Name (nom.ined.)
or something else entirely.
