Electronic publishing

Allow me to join to the discussion on the electronic publishing.

1. What about copyright? When several days ago I raised the question of
the accessibility of the electronic form of ICZN/ICBN, somebody (unfortunately
I've deleted his/her letter) said that as Codes are protected by copyright
law they cannot be accessible in an electronic form. Are the original
descriptions and figures protected by copyright law or not?

2. I've heard very much about the so-called hackers. Can they cause serious
damage to the electronic publications? I've heard that the top-secret
information (or the information that must remain unchanged anyway) cannot
be protected good enough in an electronic form.

3. It is too easy to be an optimist:) in the US. But there are some other
countries in this world. Taxonomists of the East Europe and Russia have
no possibility to access Internet or WWW (I even do not know what's the
difference) |(. I hope the situation will be changed in the nearest future,
but now... Andrey Sharkov's idea on the parallel publishing is (at least for
me and [probably] many my compatriots) more preferable. I'd like to support
also another Andrey Sharkov's idea. A hard copy of a paper is indeed more
readable for a computerless man than a CD or a floppy Disk.
