The February 28, 1996 "Federal Register" (61: 7596-7613) carries a notice
from the US Fish and Wildlife Service updating the status of candidate
species of animals and plants for endangered/threatened status. The
notice includes a new list of proposed and candidate species/subspecies,
and a list of species/subspecies that are no longer classified as proposed
or candidates (another notice on pages 7457-7463 provides explanations for
why many of these have been dropped).
The notice introduces a major change in FWS treatment of candidate
species. Now FWS will only consider the former "category 1" candidates as
true candidates for listing. The former "category 2" candidates are now
considered "species of concern" and "the service is discontinuing the
designation of category 2 species as candidates..."
