Right, so clearly English journals are out, well, actually all
journals are out since access to the 393 pulp based outlets for new
species descriptions are unlikely to be available in any significant
number either.

We've beat this dead horse before, at least twice, probably more.
Check out the archives for all of the arguments about how this cuts
both ways, where libraries and computers are in short supply (much of
the world) the chances of getting an Internet connection (or CD ROM
player) far outweigh the chances of building a good, well stocked
library (and keeping it stocked).
