Non-universality of Internet pubs

I have another concern about electronic publication, i.e. that it is not
available in all countries. In Indonesia (8th largest country on Earth,
and one with which I have some personal experience), the Internet is
illegal because the indo-nazis controlling the government cannot censor
it. When I was at Harvard, we were warned not to send e-messages to
China. They said that recipients are charged so much per character for
in-coming e-messages, even if the intended recipient does not receive the
message. The charges are so high that a single message can cost a
researcher a month's salary. Parts of Africa are the same way, or so I
hear. I don't know whether such things as the WWW are available there, but
I think I have made my point. China and Indonesia are large, biologically
important countries, and if some effort must be made to accomodate people
working there (either natives of visitors).
