Electronic publishing of new names will require a 'community' move
and I think is safe to say the the systematics community will take a
slow and cautious approach. The 1st step will probably be
concurrent publishing with traditional review with movement toward
the electronic realm as the benefits of the new medium become
evident to more of the community. It seems to me that these 1st
steps will have to be taken by formal elements of the community in
that 'society' leadership, journal editors, and 'traditional'
publishers will have to work out the dynamics of concurrent
publishing. This could involve, initially, an option for those
submitting 'new taxa' papers to a given journal to provide an html
version for placement on a designated server. This would require a
secure server for the journal or society, and a publisher that would 'allow' electronic
replication - knotty problems at this point in time.
