I do not think your analogy to be correct. Daylight Saving Time is NOT
universal (i.e. does NOT service the entire Planet). Many Countries do not
use it at all (why a tropical country should find it useful would be a
mistery to me).
In Europe the start (end end) of DST does not correspond to the dates it
starts (and ends) in the USA. I am sure, in the southern emisphere they
would prefer it to occur during our wintertime, etc. etc.
DST is not an universal standard, just like "local-names" cannot be
standardized (they wouldn't be "local-names" any more:)
