Let me understand this: is it not common practice in the US to encourage
PhD students to publish parts of their thesis work while they do the
research? Are students stopped from publishing their research before
submission? I'd really be curious to know the reasons for that.

Here in the YooKay, we generally encourage PhD students to produce papers
as soon as they have results worthy of being written up. This is
essential for the later quest for postdocs (no papers = no postdoc; no
postdoc = no time/opportunity/incentive to write papers, hence vast
numbers of unpublished theses).
