Database for Natural History Museum, London

There is job vacancy.....
......The Natural History Museum currently has a vacancy for a Database
Developer/
Programmer, to complete and fully document a PC system for databasing and
managing the collections of specimens held by the Life Science Departments of
the Museum.  .....

I am wonder why to develop in every museum different and their own special
database, again and again... why not to take one from other museum and use job
vacancy for taxonomists to fill the database...?
