new names in theses

The thread on publication of thesis/dissertation papers before
submission to the graduate school shocked me.  I, at least, have
never heard of a school which does not allow you to submit papers as
you go, and neither has my (now former) dissertation advisor.
Certainly, I have been encouraged to do so, and lack of publication
would be suicide in the job market.

How common is this?  By the way, I'm a product of the US educational
system.
