According to our experience in CONABIO there is simply no substitute to
georeference specimens to the highest resolution possible, which
nowadays, using GPS may go down to thirty meters or even less. With that
kind of resolution you are able to model, to correlate with environmental
factors, and to make consults referred to arbitrary poligons, not only to
politically defined units. Obviously you can grant access to the data
only to a coarser resolution if so desired.

The cost of georreferencing is somewhat high (in Mexico .50 to 10 dolars
per specimen, depending on a number of factors) and thus may not be possible
to cover it. There are also a lot of technical problems associated. But
the payoff is very significant.
