government recall of collections

In the United States, governmental agencies managing public lands, and
issuing permits for scientific collecting on those parcels, typically retain
official ownership of the specimens collected under those permits so that
such collections are technically on loan to repository institutions.  Is
anyone aware of an instance where a governmental agency, at any level from
local to federal, has recalled scientific collections obtained legally under
valid permits (excluding human associated materials) while those collections
were still being properly conserved at an accredited repository institution?
