Is there a standard n.sp. description format?

Dear Taxacom'ers

is there such a thing as a standard format for species descriptions (n.sp.)?
Does, for instance, ICBN define one?

Would the fields be very different between, say, insects and plants?  If they
must be different, how many different formats do we need?  One for each phylum,
class, or order?

Has anyone written a web client to submit such decriptions to some server?
