Dear Jim:

The requirement to register new names starting 1 January 2000 was
included in Article 32 as another requirement or condition for valid
publication.  There were long consulatations about the actual
registration process, and this was the least punitive way to handle it.
Also, it does not penalize publication in journals in less developed
nations.  It would operate like any other condition of valid
publication.  A name will exist but not be valid until registered.  If
all other conditions are met, it will become vaild when registered.

There were proposals to put time limits on registration.  If a name was
not registered in two years or five years, then it would cease to exist
and could never become valid.

Because this was presented at the same
Congress as the NCU proposals, there was strong opposition to it.  The
comprise that allowed its passage was the addition of the condition that
it must be reapproved at the next Int. Bot. Cong. in St. Louis.  This is
the first time that anything was incoporated into the ICBN with such a
condition.
