Citing a dissertation

My original query seems to have been misunderstood - obviously I did not
ask the question properly.  If I wish to cite a dissertation in my
LITERATURE CITED (and I am not using it as the data of effective
publication for any taxonomic names), do I cite the date as the date the
dissertation was approved, or the date the degree was awarded?

I apologize for not being clear - but this has generated some interesting
commentary!
