A little further digging has yielded some email addresses for the
some members of the US Senate and House of Representatives.  About
60 in each legislative body have email addresses: you can find these
by gophering to: gopher at house.gov or
                 gopher://ftp.senate.gov/00h/member_e-mail_addresses
 or you may find the house addresses on WWW at www.house.gov.

Quoting part of the House email address list:

> Reports, Documents, and Public Laws for the 104th Congress.

I did not find any similar service for the Senate.
