Chinese & Russian translation software

We have a need for software on PC-Windows, DOS, or OS/2 that will allow
us to input Russian script and Chinese characters and get back english
ones. The "trick" seems to be to have software that allows the user to
select the character from the respective language.

My presetn understanding is that Globalink has Russian translation
software but we cannot establish whether it gives an easy method of
inputting the characters.

On Chinese I am lost completely. It seems we can get software to
translate into Chinese but not the other way..
