Below please find a copy of the official norm for scientific collecting=20
and research permit obtentions, in Spanish, with small parts translated=20
by me. Also the address of the Mexican official in charge of such=20
permits. I hope this contribution will be helpful to all. I noticed at=20
least two offers for hosting the database. I like the Biodiversity and=20
Biological Collections, which is well known and has been around for some=20
time now.

The English text is my attempt to summarize each article.=20
CONABIO is now working on a translation into English.

SEMARNAP, which is Mexico's Department of the Evironment and=20
Natural resources, is about to release its own home page, where=20
Spanish versions of all environmental legislation, including=20
the above norm will be available.

Personally, as a scientist, I believe the above requirements=20
act very strongly to hinder and even totally prevent bona fide=20
scientific research being done in Mexico. Historically,=20
Mexican  scientists and research institutions have derived
far more benefits from the work of foreign institutions than the damages=20
caused by certain unscrupulous  foreign "scientists" or overenthusistic
collectors.

About one year ago, the Mexican authorities started a=20
consultation process for the modification of the above=20
requirements. The current committee includes several taxonomists=20
and ecologists, members of amateur societies and several=20
government officers, myself included. Our new proposal=20
for the law will make things far easier for those foreign=20
scientists whose institutions are formally associated to a=20
Mexican research center or university. Other cases will also=20
have a more simple procedure. However, misuse of research=20
permits (for commercial collecting, for example) will also be=20
more heavily punished. This is not yet law and we still have a=20
significant amount of work to do, but the committee is working=20
pretty hard and the new authorities are very interested in=20
producing some regulation that promotes collaboration and=20
advancement of the knowledge about mexican biota, while keeping=20
a reasonable amount of control.
