permits for visiting scholars

Would be nice, is noble, but...

Is there a granting organization in the whole world big enough to
fund creation and maintenance of an accurate, current, legally
responsible, even 50% complete (in nations represented) database/info
system of such specimen collecting/exporting/importing requirements,
laws, permit offices, phone numbers, ports of entry/exit, ....?

Do the experiences with USFWS, USDA, CITES, ..., as discussed  by lots
of people on Taxacom, Entomo-l, CITES-L, Conslink, and elsewhere provide
any insight what the answer to the above question is?
