Dear Monsieur Gulamentum:

I am very interested in your proposal, and my
government will certainly accept to sign a comprehensive collection ban
treaty. However, France will need to conduct eight more collection tests in
order to setup a collection simulation program. These tests will be conducted
in remote Pacific islands and should not be a concern to most countries.
