Another angle on the political issue here (and I'm sure the anthropologists
have already discussed this to death):  All these rules seem to give
preference to the current political powers in a country, regardless of
how long they have been in power or how long their "culture" has occupied
that land.  Both Mexico and Spain, as well as many Native Americans, might
well claim ownership of flora and fauna here in California (England and
Russia, too, while we're at it).  In the case of genuine cultural artifacts,
at least there is a basis for determination.
