Nomenclatural Databases

Dear TAXACOM users,

I have question regarding nomenclatural database management
programs. Does exist any commercial or public domain software
for this purpose ? Something like shell programs that allow to
define the structure and give to the user the engine to manage
the database. I wonder if while creating such a base everything
has to be done from the begining.
