An earlier discussion centred around collecting permits, etc. in various
countries.

Australia has such piublished guiedlines, which covers the Federal
regulations as well as the various State Government regulations.
This is a little dated, the last edition being 1993, however it
is available on the World Wide Web at the Australian National
