The draft article for the new law for Mexican collecting
permits sounds very reasonable. I would even suggest adding a statement
of encouragement to deposit holotypes, perhaps with a list of
institutions and curators to contact (maybe as an addendum to the
permit). More primary types being deposited in Mexican museums would
also "force" those institutions to provide good maintenance and efficient
service to the scientific community (e.g., with loans, etc.), it would
also give them more importance or justification to exist and grow.
(PS: I am not a foreign taxonomist but I am in the Nearctic, temporarily).
