F&W regs: proposed changes

As Mike Thomas noted a few days ago, the Fish and Wildlife Service is proposing
changes to 50 CFR 13 and 14.  They are soliciting public comments on these
changes, the comments to be received at their office by 14 November.  For those
(like me) that may have trouble getting their hands on a copy of the Federal
Register, I have copies available that you may retrieve at your convenience.
They come in two flavors:

1.  FTP:  An ASCII text file is available if you ftp
iris.biosci.ohio-state.edu.  Log in as "guest" (without the quotes) and enter
the word "regs" as the password.  You may then use the command "get
fws14ix94.txt" in order to copy the file from my disc to yours.  Say "bye" to
log out.

2.  WWW:  If you have a world wide web browser, you may sign on to our server
at http://iris.biosci.ohio-state.edu/inscoll.html and follow the road signs to
the document.  You can either read it there or download it to your own machine
(in Mosaic you use the "Load to Local Disk" option).

Warning:  Both the html and txt files are about 64K in size.

If you need more info on retrieving these documents, e-mail me directly (I'll
probably be sorry I said that).  BTW, I cannot afford to photocopy these
things.
