Numeric taxonomic code of NODC

Essential components of the "ASC taxonomy model" (the portion of the
collections model that deals with taxonomy) have been implemented in at
least two collections database systems, MUSE and SMASCH.  Contact Julian
Humphries and Tom Duncan, respectively, for details and comments.

I've seen demonstrations of both implementations and they both perform
very well when populated with significant amounts of data (50,000+ names).
