DELTA routines

Dear Colleagues,

Can anyone knows of any SOURCE CODE libary, in FORTRAN, Pascal or C,
with routines for reading and writing data in the DELTA ("Description
Language for Taxonomy") format?

I will appreciate any help you can provide.
