on the status of the transfer facility project as well as what to expect in the near future. Beginning today and running for the next 30 days, we are seeking public input to inform a collaborative route redesign study between Lawrence and KU Transportation
Services led by KU Planning students. The study will look at City and KU routes and provide critical information for preliminary site analysis, traffic studies and other early efforts leading up to a facility design project.

<p class="MsoNormal">I am writing to provide an update on the early work that has been done and timeline expectations for the Multimodal Transfer Facility project. Prior presentations about the anticipated timeline for this project were shared at the 8/10 PTAC
meeting and the 8/3 Multimodal Transportation Commission meeting. Over the past decade, our community has discussed, debated, and studied a permanent location for a primary bus transfer facility. The City conducted two site selection studies in
<a href="https://lawrencetransit.org/wp-content/uploads/2020/09/Lawrence-Transit-Locational-Analysis-FINAL-Report_2014-04-07.pdf">
<span style="color:#0563C1">2014</span></a> and <a href="https://lawrencetransit.org/wp-content/uploads/2020/05/Bus-Transfer-Location-Analysis_compressed.pdf">
<span style="color:#0563C1">2018</span></a>, in addition to a TIGER grant application in
<a href="https://lawrencetransit.org/wp-content/uploads/2020/09/TIGER-VIII-Lawrence-KU-Project-Narrative-FINAL_2016.pdf">
<span style="color:#0563C1">2016</span></a> that was not awarded. In July 2020, the City and the University of Kansas signed a legal agreement to move forward with further study and development of a multimodal transfer facility on university property located
at Bob Billings & Crestline Drive. This location takes into account community feedback from prior studies that sought a relatively central location and one that did not encroach on established neighborhoods.
<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Generally speaking, the City will engage with the community over the next 12 months to collaboratively determine a new route structure for transit. Route Redesign Study #1 will take place this fall, led by a group of KU Urban Planning students.
This study will lay the foundation for a consultant-led Route Redesign Study #2 in spring 2021. Following these route redesign processes, the facility design process will begin. Each route redesign study and the facility design process will include early and
substantial public engagement. COVID will provide challenges to the scope of our public engagement, but staff plans on being as creative as we can to reach neighborhoods and individuals. The estimated timeline for route redesign planning and facility design
planning are shown below.<o:p></o:p></p>

<p class="MsoNormal"><span style="background:yellow;mso-highlight:yellow">The first public input opportunity for Route Redesign Study #1 will kick off today with a survey (available for 30 days) to understand travel patterns.</span> A link to the survey and
the scope of work for Route Redesign Study #1 can be found at <a href="http://www.lawrencetransit.org/transfer-facility">
<span style="color:#0563C1">www.lawrencetransit.org/transfer-facility</span></a>. The Public Transit Advisory Committee (PTAC) approved the scope of work for this study at its meeting on 8/10/20. Although we are a couple of years away from redesigning our routes
to serve the new facility, it is critical to begin community discussions early about redesigning routes. Decisions about route redesign will inform design decisions for the transfer facility. Different route design concepts, such as the hub & spoke or grid
as shown below, may result in different transfer facility needs. <o:p></o:p></p>

<p class="MsoNormal">City and KU staff met last week for the first internal working group meeting for the overall process. An early priority task for that group is the development of a land use agreement between the City and KU prior to releasing an RFP for
facility design. This group will meet monthly on an ongoing basis. <o:p></o:p></p>

<p class="MsoNormal">Transit staff are coordinating with MPO staff to include Route Redesign Study #2 in the MPO’s work plan for 2021, which will allow us to leverage state planning grant funds to hire a consultant.
