<p class="MsoNormal">I’d like to offer some additional information regarding the CDBG funding for the program year 2020 (starting 8/1/20) in response to the questions posed to the LAN list.
<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">With the dissolution of the Community Development Advisory Committee (CDAC) as of July 1, and the movement of the HOME funding recommendations to the Affordable Housing Advisory Board (AHAB), the CDBG allocation time frame allows for later
 processing of applications than in previous years. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Applications would be released the last part of November/early December and would be due back to staff sometime in late January or early February. There will again be required applicant meetings held within that open application period. The
 yet-to-be determined application review team will then review the applications for completeness and score the applications based on a funding matrix and City Commission direction. At the current time, staff does not foresee the application changing much, if
 at all. Where you will see changes will be a focused alignment with the City Commission’s seven Critical Success Factors of their strategic plan. As our grant year has not changed, the rest of the process will mirror the past, including a public comment period
 for the allocation recommendations, holding a public hearing (at an AHAB meeting) in April/May, and final City Commission adoption of the 2020 Action Plan and Investment Summary in May/June. All material will be due to HUD no later than June 15, 2020.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">The entire grant allocation process and final funding decision remains the decision of the City Commission. They will make the final decision on the application format, the funding matrix, and the allocation which is sent to HUD.<o:p></o:p></p>

Citizen Participation Plan</a>. The updated Citizen Participation Plan will reflect the new process for allocation recommendations, the process for citizen input, the required public hearing information, and the updated grant application procedures. In addition,
 there will be a public hearing for the end of the 2018 program year, which also serves as an opportunity for public input regarding the upcoming program year (2020). This hearing will be held on October 14, 2019 at the AHAB meeting. Staff will make the draft
 Citizen Participation Plan available for public comment around the end of October. This document is not updated yearly, only when there is a change in the citizen participation process.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">The City Commission will consider adopting the updated Citizen Participation Plan on November 19, 2019. In addition to the Citizen Participation Plan, staff will provide the City Commission with a draft application and scoring matrix, which
 will mirror their Critical Success Factors. Staff will also ask the City Commission for direction on scoring the applications and their desire for any specific funding priorities.<o:p></o:p></p>
