[Electronic-LAN] Neighborhood Accountability Boards

There's a new nonprofit group, Build Peace, with citizen Lisa Larsen, et.
al. that's working on restorative justice with young offenders
(misdemeanors) and victims. If any neighbor would like to join their
Neighborhood Accountability Board, they are sponsoring free training on
February 18.
