[Electronic-lan] Info on Lawrence Opportunity Zones + Crisis of democracy in Lawrence

Thanks, Eric, for expressing your thoughtful concerns about decision-making
in City Hall. The city staff didn't waste any time signing up two+
neighborhoods as an "opportunity zone" for developers, yet there wasn't
enough time to inform Commissioners about Westar's wind energy proposal?
Doesn't the city manager know what the staff are working on? Why didn't he
inform the City Commission at the beginning? There would have been plenty
of time for our elected representatives to consider this opportunity, as
they should, just as I'm sure KU and KState did before they said yes.
There's no excuse for manager and staff to have sat on this, especially
given the urgency with which we must reduce our contributions to GHGs.
