Universal response from staff on comments submitted about T2040 Draft,
referring to 19th Street project. (AND THERE WERE SO MANY AWESOME
COMMENTS SUBMITTED!) This is amazingly discouraging. The link to all the
comments is in the forwarded email below.
"The T2040 Steering Committee recommended a downgrade in street
classification on the Major Thoroughfares map from Minor Arterial to
Collector for 19th Street from Haskell to O’Connell and maintains a
connection to O'Connell/Venture Park, which is an important industrial
park for the community. Transportation networks work to balance the land
access and thru movement of traffic on the network rather than a single
segment. Network planning ensures connectivity and access, as well as
guides local decisions on corridor preservation, access management, and
roadway design. T2040 Steering committee weighed the arguments and
determined connecting 19th Street and O'Connell at a Collector
classification was appropriate to ensure the viability and balancing of
the entire network throughout East Lawrence.
The City of Lawrence has requested inclusion of the 19th Street
improvements into T2040, which are consistent with the adopted Capital
Improvement Plan. 19th Street - Haskell to O'Connell is classified as a
collector, which per the City of Lawrence traffic calming policy
provides expanded design options for traffic control measures and
accounts for residential land use fronting the street. Project design
(street standards, number of lanes, lane dimensions, and inclusion of
bicycle and pedestrian amenities) will be determined by the City of
Lawrence."

The T2040 public comment period ended on Friday, March 2nd. The public
comment pdf has been updated (linked on the TAC meeting agenda) to
include all comments and MPO staff responses. The T2040 plan draft has
also been updated (however, final formatting and web mapping is underway).
