[Electronic-lan] Could not upload the draft Comprehensive Plan to Google Drive

Hi folks, with apologies, I have not been able to upload the draft plan to
Google Drive so we can share our comments, and uploading it to another site
was a complete fail.  I might be able to split the document in quarters and
make it work with Google Drive.  Will try that tonight.
