Please see the following email and attachments from Kurt Schroeder, Assistant Director of Planning and Development, Development Services, about proposed new sign code regulations that would replace the current standards found in city code (Chapter 5, Article 18). Charlie and Melinda,

Attached is some of the proposed Sign Code information that will be presented to the Lawrence Sign Code Board of Appeals during its 6/1/17 meeting in the City Commission Room at City Hall, beginning at 6:30 PM.  The first document, Major Changes Summary, is pretty much the template for the staff memo that will be provided to the SCBA, and includes an attachment of the few code sections and Table 5-1814 that are the heart of the regulations.  I've also attached a copy of the entire proposed code. The SCBA agenda, with supporting documents, should be available on the City's website in the next couple of days at https://lawrenceks.org/boards/board-zoning-appeals-sign-code-board/.  The SCBA will be asked to review the proposed code and to make a recommendation for adoption to the City Commission.  We currently anticipate presentation of an adopting ordinance to the City Commission on 7/11 or 7/18/17.

There have been a few changes since my May 4th LAN presentation and my follow-up phone conversation with Melinda, including some changes to temporary sign allowances (see Table 5-1814 attached at end of the Major Changes Summary document).  Melinda, the regulations for what used to be called "political signs" in the least intense zoning districts (residential and office) have been modified to remove any limitation on the number of signs during the defined political season (50 days before and 10 days after the date of a political election, referendum or ballot measure).  Although there may be some time between a primary and a general election when some signs would have to be taken down, remember that in residential & office districts, lots can always have up to 3 signs, and that some lots (like corner lots) can have up to 4 signs at any time.  There has also been a change to the language related to these signs for the commercial, downtown & industrial zoning districts.

Also, operating hour restrictions on Electronic Message Center signs have been added for EMCs allowed/permitted in the least intense zoning districts (cannot operate between 10 PM and 7 AM - see Sec. 5-1816.D.2.).

I've attached a copy of the PowerPoint I handed out last night. Remember this is still in progress and subject to changes.  I planned to forward the other draft code documents to you early next week after we made a few tweaks, based on some good input received last night.  However, I'm flying out of state later this afternoon all of next week for a family emergency.  I'll forward the other docs after I return, hopefully during the week of May 15th.
