[Electronic-lan] Neighborhood Watch Information

I recently had a neighbor ask me about the neighborhood watch program.  Can
this be done block by block or is it best to have the full neighborhood
involved?  Is there a city contact who can help with organization and
signs?  Thanks for any insight.
