I am e-mailing you today because a committee hearing for *Senate Bill 
53* <http://kslegislature.org/li/b2017_18/measures/sb53/>has been 
scheduled for 10:30 am tomorrow morning in the Senate Federal and State 
Affairs Committee; it was just listed in the Senate calendar this 
morning. This bill would allow for more local control of concealed carry 
by allowing a governing body of a state or municipally owned medical 
care facility, adult care home, community mental health center, indigent 
health care clinic, or postsecondary educational institution to exempt 
buildings from K.S.A. 75-7c20.

I plan to be at the hearing and to testify.  I have heard from many 
constituents, most of whom would like to see such local control as well 
as reinstatement of requirements for permits and training.  This would 
only be a first step in the process to amend the statute.  After the 
hearing the committee chair will decide whether to work the bill, the 
committee would decide whether to vote the bill out favorably to send on 
for consideration by the full Senate. The Senate could then debate the 
bill and pass it on for consideration by the House.  The Governor would 
need to sign the bill or let it become law without his signature for any 
change to be made.
