Richard, thanks for your very informative email message.  If the LAN hasn't
already dealt with the TIF issue, I think it would be worthwhile to do it.
I'm a new guy on the team, so don't know if this is within scope for what
the LAN does, but could the LAN write a position paper on this subject, get
support from other local groups, and advocate for changes?
